University of Kansas Strategic Framework

We educate leaders, build healthy communities, and make discoveries that change the world.

In early 2026, the University of Kansas launched a collaborative, institution-wide strategic planning process to develop a unified strategic framework. The strategic framework is being designed to guide all campuses, schools and units in advancing our shared mission. 

Historically, strategic planning was conducted independently across the KU Lawrence–Edwards and KU Medical Center campuses. The University of Kansas strategic framework is part of One KU, which aims to align the full strength of our campuses, and will be KU’s first university-wide shared roadmap for decision-making, priority setting and coordinated action.

During spring 2026, the University Cabinet drafted an initial high-level framework rooted in KU’s mission:

What is the Strategic Framework?

  • The framework outlines KU’s mission-critical priorities, foundational support areas, and high-level metrics and targets. ​

  • It’s our shared playbook for how we make decisions, set priorities, and take action across all our campuses.​

  • It will not be a 5- or 10-year plan, but rather a perpetually evolving framework. Built-in accountability and transparency processes will support ongoing monitoring and adaptation. ​

  • The framework builds directly on existing campus-level plans — Jayhawks Rising and the KU Medical Center Strategic Plan — ensuring clear continuity. It incorporates the priorities, insights and processes that have already generated meaningful progress and momentum.

University Engagement Process

Beginning in April 2026, KU’s Strategy Office initiated a six-month, university-wide engagement process. This effort is designed to inform, engage and gather feedback from faculty, staff, students, affiliates and external partners.  

The goal of this process is to refine the framework based on broad input, ensuring it reflects a shared vision—one in which all members of the KU community can see their role and understand our collective purpose and impact. 


Broad Implementation & Timeline

In addition to refining the framework, design teams for each mission priority and internal support area will be established throughout summer and fall 2026. These teams will: 

  • Define key metrics and performance targets 
  • Recommend strategies to drive measurable impact 
  • Incorporate feedback gathered through the engagement process 

Design teams will include representatives from across the KU Lawrence–Edwards and KU Medical Center campuses, ensuring diverse perspectives and alignment across the institution. 

In spring 2027, the finalized University of Kansas strategic framework will be formally launched. The Strategy Office and the University Cabinet will lead implementation and alignment efforts across schools and support units throughout 2027. 

Beginning in fiscal year 2028, the University of Kansas strategic framework will be fully implemented and existing campus-level strategic plans will be phased out to ensure alignment under the One KU approach.

KU's Chief Strategy and Data Officer worked with members of the University Cabinet to establish the high-level structure of the framework, including metrics and targets. 

Engagement and listening opportunities being held across KU to solicit feedback on the draft strategic framework. If you would like to request a presentation to a KU group, please contact the strategy office at strategy@ku.edu.

Mission priority leaders for Student Success, Research & Discovery, and Healthy Communities form design teams of about 10 individuals for their areas. The design teams will meet regularly between June and the end of September to establish metrics, targets, and three to five strategies. The work of the design teams will be informed by data provided by AIRE, the current campus-level strategies, and feedback from the strategic engagement process. 

Design teams formed to develop and refine strategies for the internal mission support areas; these strategies will be guided by the strategies delineated in the mission priority areas.​

Based on feedback gathered through the engagement process, a final draft of the strategic framework will be created and shared.

Finalized University of Kansas strategic framework launched, including established metrics, targets, strategies and working groups. 

KU's Strategy Office will work with units to update internal plans, resources and websites to reflect the new strategic framework.

This will include a consistent process to track progress, identify roadblocks and review of recommendations to pivot when appropriate. Strategic alignment presentations will be delivered by university leaders in the winter of 2027/28
